今（3）日，立委傅崐萁於玉里鎮哈拉灣樂合社區活動中心，召集中央及地方政府相關部會與局處，共同召開協調座談會，合力協助爭取浮覆地回復所有權，還地於民！會中多位里長、頭目、耆老及民眾踴躍發言，表達意見與提出問題，傅崐萁當場指示與會單位，即刻解決民眾的疑慮與問題。經與會單位研商後，建請縣政府及公所戶政單位盡可能協助比對百年前所有權人繼承子孫之戶籍資料，並協助登記回覆。若超過民法規定時效，或以增劃編原住民族保留地方式，無償供原民耕作使用。或有涉及國有土地部分，依據「原基法」規定，參照「原住民族土地或部落範圍土地劃設辦法」，劃為傳統領域供原民使用。他並要求經濟部水利署第九河川局在畫設河川區域時，必須先跟地方民眾溝通商量。除了將滅失的土地找回，他也要求自來水公司協助原民部落自來水延管工程，一起團結努力，讓原民生活更好。
花蓮縣長徐榛蔚百忙之中特地南下樂合社區和民眾說明。徐榛蔚縣長表示，日前接獲民眾陳情及潘月霞副議長在議會提案，她就指示原民處及地政處務必盡力協助，經過兩處的努力，整理出100年前的92筆浮覆地所有權人的清冊，只是多數為日本名，必須再找出其繼承子孫才能回復，其中又涉及中央法政府法規，她敦請傅崐萁立委協助召集今日協調會，期盼解決長久以來族人的問題。她也瞭解在0918震災過後，大家都過得很辛苦，她表示高寮大橋便道在12月前會完成；660戶受損的民宅，在縣府與民間慈善團體慈濟與台積電協助下，已經完成340戶修繕重建；農民因橋斷衍生出的運費，縣府也會補貼運費，希望災區儘速恢復原本生活。
立委傅崐萁指出，百年前樂合部落原住民所有之土地與耕地，因民國10年間天然環境變遷，洪水淹沒成河川與湖澤而滅失之土地，因近年建築堤防而重新浮覆，原依現行土地法法規可登記回復其所有權，但礙於年代久遠超過百年，相關資料蒐集不易，他非常感謝縣府團隊的努力，找出92筆百年前所有權人名冊，讓浮覆地回復有重大進展，今日召集中央及地方官員開會，就是要幫民眾在近期來解決百年的問題，把浮覆地歸還給大家。
傅崐萁進一步表示，縣政府匯整出的92筆河川敷地滅失清冊，經整理、分割成21筆土地，其中6筆在105年已經回復，今天當場確認為農牧用地，可以耕作。有4筆在時效民國117年前可以申請回復，戶籍資料部分請縣政府相關單位協助清查與通知，協助回復登記。另有11筆超過15年登記時效的，經與會內政部地政司建議可以增、劃編原住民保留地方式，在77年2月1日以前祖先即使用，惟中間遭遇不可抗力因素，以除外規定增編；或建議依據「原基法」規定，參照「原住民族土地或部落範圍土地劃設辦法」，劃為傳統領域供原民使用。
最後，傅崐萁要求經濟部水利署第九河川局在畫設河川區域時，必須先跟地方政府及民眾溝通商量。除了將滅失的土地找回，他也要求自來水公司協助原民部落自來水延管工程，讓民眾都能享用到乾淨方便的自來水。
會中，傅崐萁當場責成相關單位，立即答覆民眾提問，他同時感謝代理鎮長江東成近期的辛勞，也謝謝立法委員陳瑩特別出席關心浮覆地問題，亦感謝潘月霞副議長的提案、龔文俊前鎮長的協助，一起團結努力，讓原民生活更好。
